Bob Cowan, owner of Cowan Investigations a full-service New Jersey Private Investigation Firm, is the former Chief of the Jersey City Police Department with close to thirty-five years of law enforcement experience in New Jersey’s second largest municipality. Bob moved up through the supervisory ranks through a competitive process prior to having been appointed Chief of Police by Jersey City Mayor Steven Fulop. Over the course of his career in Jersey City, Bob was never interested in getting the standard 9:00 to 5:00 Monday thru Friday administrative desk job. Throughout his thirty-five-year career, Bob worked the streets of Jersey City during nights, weekends and holidays. More often than not, if Bob was not the first officer at the scene of crimes or major incidents he was called to the scene in order to make clear and informed decisions in all kinds of incidents while gathering all available information. Bob was the primary and final decision maker in a myriad of incidents such as: domestic violence, child abuse, child endangerment, child custody in addition to overseeing investigations of shootings, aggravated assaults, robberies and narcotics complaints in New Jersey’s second largest municipality. Included in the New Jersey Based Cowan Investigations Team is retired Jersey City Police Captain Joe Ascolese and Deputy Chief Tom Cowan (Ret). Bob Cowan, Joe Ascolese and Tom Cowan not only supervised police work on the streets of Jersey City over the course of their careers, they were in the street working side by side with the Jersey City Police Officers they oversaw.
